The second Monday of January is a national holiday in Japan called Seijin no hi (成人の日), Coming of Age Day.
Seijin no hi is for people who have or will reach the age of maturity, which is 20 years old, between April 2 of the previous year and April 1 of this year.
It is the day when they get to be recognized as adults.
Each town holds a special ceremony with lots of speeches congratulating them on becoming and adult.
But apart from this ceremony, that parts that the participants love is the opportunity of dressing up on the day, being with their age mates and celebrating together. As it's one of the few occasions when Japanese young people get to wear traditional clothing, most families take the opportunity to get photos taken too.

Just as the arrow is able to fly straight ahead and far, so is the wish of the Japanese people for these 20 year olds. That their adult lives will go for many years and be straight ahead and "smooth sailing" and that they're able to reach their goals.
